Jill Stanton, Executive Director
Jill Stanton joined the Bremerton Housing Authority as Executive Director in 2021. Ms. Stanton has an extensive background in housing authority leadership. Prior to coming to BHA, Ms. Stanton served for the past 16 and a half years at two housing authorities most currently as the Deputy Executive Director and Chief Administrative Officer for the King County Housing Authority.

Her focus for the housing authority is to build upon the solid programs already in place, look for opportunities to expand affordable housing in our community, partner with other organizations on shared goals, ensure financial stability for the housing authority, be a strong advocate for local and national affordable housing initiatives and legislation, ensure the residents and program participants are cared for and supported, and strive to make sure the Bremerton Housing Authority is a healthy and great place to work for staff.


Anne Conte, Housing Director
Anne Conte joined Bremerton Housing Authority in the role of Housing Director in November of 2024, following 7 years of dedicated service in various roles with Seattle Housing Authority. An active member of the National Association of Housing and Redevelopment Officials (NAHRO), Anne serves regionally for the Pacific Northwest Regional Conference (PNRC) as a member at large, Co-Chair of the Conference Planning Committee, and leader of the Emerging Leaders. Under her direction, the regional Emerging Leaders have expanded to a network of developing professionals which meets year round, hold an annual retreat to encourage new leadership development, and host a fundraising event for the newly established Emerging Leaders Scholarship. Nationally she serves on the Emerging Leaders Subcommittee, participates in the Member Services Committee, and is a member of NAHRO faculty.

Prior to working in Public Housing, Anne was a Political Community Organizer and Campaign Manager in Virginia, served in Botswana with the United States Peace Corps as a Governmental HIV Volunteer, and worked to address the education gap in Louisiana through Teach For America. Outside of her work in housing, she serves as Secretary of the Board of Directors of 18th & Union: an Arts Space, is active in the Folkfloor Committee for Northwest Folklife, and volunteers with various organizations.

Anne has a Master of Public Administration from George Mason University – Schar School of Policy and Government with a concentration in Nonprofit Management and a Bachelor of Arts from the University of Washington.


Carlita Alegria, CMS Director
Ms. Alegria has been the Contract Management Services Director for Bremerton Housing Authority (BHA) since August 2012, and has been specializing in the affordable housing industry since 1998.

Ms. Alegria served in many roles during her tenure at BHA and Dallas Housing Authority in Dallas, TX. Ms. Alegria took part of business ramp-ups and transitions for BHA’s Performance-Based Contract Administration operations for Washington, Nebraska, Utah, Georgia, Illinois, Southern California, and Hawaii.


Tim Schanne, Business Solutions Director
Tim Schanne joined Bremerton Housing Authority in 2018, overseeing the quality and process improvement efforts for its Contract Management Services department. Since joining BHA, Mr. Schanne has facilitated the organization’s strategic planning efforts and has led the organization’s move toward an employee-driven process improvement culture.

Mr. Schanne joined BHA with decades of experience in management consulting and process improvement, in both the public and private sectors. Mr. Schanne has a Masters in Business Administration from Columbia Business School and is a Lean Six Sigma Black Belt. Mr. Schanne is a graduate of the Leadership Kitsap class of 2019.


Windy Epps, Finance Director

Windy Epps, who assumed the role of Finance Director at Bremerton Housing Authority in 2023, brings over twenty-five years of extensive finance experience. Her vision for the Finance Department is multifaceted: providing superior financial support for informed decision-making by BHA leadership, delivering exceptional service to internal and external customers, efficiently managing accounting operations while adhering to generally accepted accounting principles and robust internal controls, and striving for excellence in financial planning and reporting.

Motivated by a passion for mission-oriented service, Ms. Epps earned a Master of Accountancy in Governmental Accounting. Transitioning from a fifteen-year tenure in the private sector, where she worked for a major global consulting firm, she embraced a career in the public sector. Before joining BHA, she served as the Chief Financial Officer for a federally recognized Indian Tribe for five years. Subsequently, she spent another five years at the King County Housing Authority, culminating in her role as the Director of Finance/Chief Financial Officer.
