Ryan Burton, Chair

Mr. Burton is a lifelong resident of Kitsap County. He currently works as a contracting professional. Mr. Burton attended Olympic College, earned a BA at the University of Washington, an LL.M. degree in international economic law at Leuphana Universität in Germany, and an LL.M. degree in corporate & financial law at the University of Glasgow in Scotland. Mr. Burton believes a safe and affordable home is fundamental to a person or family on the path to financial freedom, independence, security, and stability. As a proud Eagle Scout, Mr. Burton was instilled with a strong sense of serving his community and is honored to be a part of Bremerton Housing Authority’s mission of providing affordable housing opportunities for our community.

Susie Beil, Vice Chair

Rev Dr. Susie Beil is the lead pastor at Summit Avenue Presbyterian Church in Bremerton. She is an ordained minister in the Presbyterian Church (USA) and holds a Master of Divinity from Princeton Seminary and a Doctor of Ministry from Fuller Seminary. In an earlier life, she also earned a Masters in Environmental Health from the University of Washington and a Bachelor of Science from Gonzaga University. Susie has served on the Kitsap County Council for Human Rights and has been a leader with the Kitsap ERACE Breaking Bread for Racial Justice faith leaders team.

Susie and her husband, David, have lived in Bremerton since 2008 with their three boys who are all now grown. Susie loves reading, cooking, gardening, and spending time with family and friends.

Jill Stanton, Secretary and BHA Executive Director

Ms. Stanton joined the Bremerton Housing Authority as Executive Director in 2021. Ms. Stanton has an extensive background in housing authority leadership. Prior to coming to BHA. Ms. Stanton served for the past 16 and a half years at two housing authorities most currently as the Deputy Executive Director and Chief Administrative Officer for the King County Housing Authority.

Joan Hanten

Ms. Hanten has lived and worked in the Kitsap Community for 32 years. Professionally, she has served in senior leadership roles at Olympic College, Leadership Kitsap, and Kitsap Community Resources. Ms. Hanten has also served as a board member on several non-profit organizations and been active in local civic organizations.

Victoria Hilt

Victoria Hilt is a Resident Commissioner with the Bremerton Housing Authority and lives in the Bay Vista area. She has been a resident since 2011. Victoria is a parent who has navigated systems, processes and programs throughout Kitsap County and provides a unique lived experience lens to her ability to lead in the community. She is a passionate advocate for family voice and community-driven change. Victoria serves on the Resident Advisory Board to provide Resident perspective to the Housing Authority and bring updates from the Board of Commissioners to the Residents.

She serves as Co-Chair of the Alliance National Parent Partnership Council and is a Board Member of the Children’s Trust Fund Alliance. A Certified Trainer in the Protective Factors Framework, Victoria partners with national and local organizations to strengthen families and promote equity.

She is a 2024 Kitsap Leadership 20 Under 40 honoree and a recipient of the YWCA Woman of Achievement Award. With a background in Liberatory Design, trauma-informed care, and community resilience, Victoria brings a powerful combination of lived experience, leadership, and systems knowledge to her work as the Strong Community Facilitator with Kitsap Strong and matters related to housing, early learning, and poverty reduction.

Nancy Zellers

Newly appointed Commissioner Nancy Marie Zellers, a niece, sister, aunt, colleague, friend, and native of Bremerton is enthusiastic and honored to serve as a commissioner. Commissioner Zellers recalls a time when downtown Bremerton was in it is prime, the streets lined with profitable retail stores, elementary, junior high and high school parade routes that lined up in the Shipyard, and when the term “unhoused” was not a common term. Desiring to become part of the solution, Commissioner Zellers enlisted as a United States Marine, serving honorably, returning home to Bremerton, wondering how she could make a difference in the community where she was born and raised.

Presently, employed as a veteran who serves veterans, Commissioner Zellers is deeply rooted in the Bremerton Community and loves to connect people to valuable resources.

Working retail, attending Olympic College, then earning a BS in Workforce Education and Development, MS in Human Resources, certificates in Myers Briggs, Organizational Leadership, Diversity, Equity, and Inclusion, Commissioner Zellers knows this is home and has chosen to create a positive impact to make Bremerton shine. Commissioner Zellers brings past local historical insight to the board of commissioners as first-hand seeing Bremerton evolve and grow. Deeply concerned about Bremerton and its future, Commissioner Zellers is dedicated, loyal, and willing to roll up her sleeves to focus on affordable and equitable housing for all.

Shannon Turner

A proud Army Veteran of Desert Storm, Shannon Turner has spent more than a decade strengthening communities in Kitsap County. His leadership includes seven years on the Kitsap Community Resources Parent Policy Council, four years on the KCR Board as President and Vice President, and service as Student Body President at Olympic College. He later supported state policy work as Executive Legislative Assistant to former Representative Sherry Appleton and current State Representative Tarra Simmons. Shannon now serves as a Bremerton School Board Director, is the Vice President of NAACP Chapter 1134, and previously served as Co‑Chair of the Puget Sound Regional Equity Advisory Committee. He continues advancing equity and community development as Chair of the 23rd LD DEI Committee and a member of the Kitsap County Disability Committee. A husband and father of four, he is guided by one principle: service over status, always putting community needs first.
