BHA solicits proposals using several methods. The primary methods used are the BHA maintenance roster, direct requests for bids, the MRSC small works roster, the BHA website, and the Housing Agency Marketplace.

  • The BHA maintenance roster is used for routine, small projects at properties owned or managed by BHA. The roster application allows BHA to pre-approve vendors and contractors so the work requested may be expedited. The roster application explains the document requirements of BHA, allows the vendor or contractor to indicate what services  they can provide, and explains the HUD wage and fringe requirements. Once a vendor or contractor is approved and placed on the maintenance roster, BHA staff will be able to request bids for work and work can begin immediately. BHA staff are still required to obtain three to five bids from vendors or contractors on the maintenance roster. The lowest bidder will be awarded the work. BHA staff is also required to cycle through the roster to ensure that all of the companies listed are provided the opportunity to bid on projects as they come up.   • Direct requests for bids are used for small projects when the service is not provided by or if there is little or no response from vendors or contractors listed on the BHA maintenance roster. BHA staff will contact three to five businesses that provide the service and request quotes for the work. The work will be awarded to the lowest bidder once that vendor or contractor has submitted the required contract paperwork and been approved.   • For smaller but non-routine projects, BHA will issue a solicitation through the MRSC. This is a small works roster that allows contractors and vendors to register to be notified when a solicitation is issued requesting services they provide. BHA chooses the category of work and searches for all contractors or vendors in that category. An email with the solicitation is sent to every company listed in that category. These solicitations are more formal with deadlines for questions and submittal of bids. There is often a job-walk required for these solicitations as well.   • Solicitations and attachments are listed on the BHA website if the project is larger but relatively straight-forward. These solicitations are likely to be Requests for Proposals or Requests for Qualifications. There are some solicitations that are more complicated and require large attachments or drawing. In that case, the solicitation document will be listed on the website with instructions for obtaining the attachments at another site such as Builder's Exchange.   • Housing Agency Marketplace is a website designed for very large projects or those that require a national reach. BHA has used this website for large development projects and soliciting professional services such as capital needs assessments, financial advisory services, and legal services.
